Abnormal loads can be in excess of 4.6 metres wide and up to 650 tonnes in weight which require specific authorisation from the Highways Agency to operate on any road.
Notification of movements
Haulage companies need to send notifications through the ESDAL2 system. Merseyside Police and Cheshire Constabulary also only accept notifications via this system.

Movement Embargo Period
Abnormal Load Movements (with the exception of 5-axle or less mobile cranes) are prohibited from moving during the following periods
Monday to Friday
06:30 – 09:30hrs
15:30 – 18:30hrs
Including all UK weekday public holidays.
This applies to all roads and motorways within the Greater Manchester Police area with the following exceptions;
- Between Junction 24 – 27 (in both directions) of the M6
- M58 in both directions from the Junction with the M6
The routine escorting of abnormal loads is no longer carried out by Greater Manchester Police. Self or private escorting of the majority of loads is permitted however they must comply with the Highways Agency and ACPO Code of Practice.
Hauliers can be charged by Greater Manchester Police to accompany large or difficult loads or when it is necessary to contravene road regulations. The primary role of any escort vehicle is to alert other road users and pedestrians to the presence of an abnormal load or vehicle.
