Counter Terrorism: National Threat Levels
Assessments of the level of threat from terrorism are made nationally by the Home Office. The levels are:
| Critical | An attack is expected imminently | |
| Severe | An attack is highly likely | |
| Substantial | An attack is a strong possibility | |
| Moderate | An attack is possible but not likely | |
| Low | An attack is unlikely |
The threat levels don’t require public action, but give an indication of the work that will be taking place by officers and staff behind the scenes.
