Chief Officer Team

Chief Constable Ian Hopkins

Ian joined GMP in April 2008 on promotion to Assistant Chief Constable. He started his career in Staffordshire Police in 1989 and has served in Northamptonshire and Cheshire Police where he was Divisional Commander for Chester and Ellesmere Port and the Cheshire Eastern Area Basic Command Unit.

As an Assistant Chief Constable in GMP he had responsibility for Specialist Operations, Call Handling and Response Policing and territorial Divisions including Salford, Wigan and Trafford.  Ian was appointed Deputy Chief Constable in December 2011 and had responsibility for Force performance, the Force Change Programme and Corporate Communications

Ian has much experience of managing large events such as Party Political Conferences, a number of high profile football games as well as significant protests, firearms incidents and critical incidents.  Ian was also selected to undertake a three-month secondment as syndicate director for the  2011 Strategic Command Course at Bramshill.

Ian has an MBA (distinction), Postgraduate Diploma in Operations Management and is a Fellow of the Chartered Management Institute.  He is a Director of Marketing Manchester and the ACPO lead for both the Policing of Party Political Conferences and Digital Engagement. He was appointed Chief Constable in October 2015. 


Deputy Chief Constable Ian Pilling

Ian has previous service across three forces, having originally joined Lancashire Police in 1990. He was initially posted to Blackpool, before moving around the County, serving in a variety of uniformed roles, up to the rank of Chief Inspector.

He was promoted to Superintendent in 2006 and performed several senior command roles in Merseyside, including BCU Commander at Sefton, before promotion to ACC in 2012. During this time he has commanded several high profile events including the Grand National in 2014 and 2015.

In January 2016, Ian became Deputy Chief Constable for Greater Manchester Police where his current portfolio includes Professional Standards, External Relations and Performance, Change and Transformation and Fit for the Future. Ian has a Masters degree in Police Leadership and is the National Policing Lead for Vulnerable Adults.


Assistant Chief Constable Debbie Ford

Debbie Ford is an Assistant Chief Constable with Greater Manchester Police with responsibility for Serious Crime, Counter Terrorism and Public Protection. Prior to joining GMP, Debbie served with Northumbria Police for 22 years. Whilst working for Northumbria Police, Debbie held the post of Assistant Chief Constable for 8 months with responsibility for Protective Services. This included the Crime Department; Operations Command which covered Firearms and Road Policing; Victim and Prosecution Services and Custody provision.

Prior to this role, Debbie was the Chief Superintendent Head of Crime where her key responsibilities were public protection, serious and organised crime, intelligence, homicide and major enquiries, cover operations and prosecution support.
Debbie is a strategic firearms commander and Gold Public Order Commander.


Assistant Chief Constable Rob Potts

Rob was appointed Assistant Chief Constable in April 2016.  His responsibilities include Custody, Criminal Justice, Neighbourhoods, Confidence and Equality and policing delivery across all the territorial areas. His previous responsibilities included Public Protection and Operational Communications.

Rob has worked within the Change and Transformation Branch of GMP and before that was the Divisional Commander for South Manchester Division between 2009 and 2014 following a period of time as Temporary Divisional Commander at Salford. During that time he was a member of the Manchester Community Safety Partnership Board as well as chairing the Manchester Violent Gangs Board alongside other strategic responsibilities. His time at South Manchester involved significant change including the merger of the South Manchester and Metropolitan Divisions and the piloting of a new policing model.

Rob grew up in Greater Manchester and attended school in Bury before studying for an Economics Degree at University. He subsequently obtained a Masters Degree in Police Management and Leadership from the University of Manchester. He joined Greater Manchester Police in December 1992 and, in addition to South Manchester, has carried out a range of postings over the last 20 years across Greater Manchester at Salford, Stockport, Oldham, Tameside and Rochdale as well as within Crime Operations and Specialist Operations.


Assistant Chief Officer Lynne Potts


Lynne joined GMP in January 2003 as Force Finance Director and was promoted to Assistant Chief Officer in September that year.

Lynne was a graduate and qualified teacher before qualifying as a chartered accountant in London.  After working in London, she moved to posts in the NHS in the North West and in 1995 became Deputy Director of Finance at the Queen’s Medical Centre in Nottingham. In 1998, she was appointed Director of Finance at South Warwickshire General Hospitals NHS Trust where she also took responsibility for Human Resources.

As ACO Resources she has responsibility for Finance, IT, Facilities and Estates, Business Services, Resourcing and Information Management.  She is a member of the ACPO Finance and Business Resources and Information Management business areas and takes a national lead on fleet management.  She chairs the Police National Network 3 User Committee and is a member of the Business Design Authority for PND and leads on IMPACT.
