Equality Publications
GMP, in common with most other public bodies in the UK, must publish information to show how we comply with the Public Sector Equality Duty under the Equality Act 2010. This new duty has effect from 31st January 2012. You can find out more information about the Act and the Duty at the website of the Home Office.
In advance of this duty coming into effect GMP reviewed what information we hold that demonstrates the incorporation of due regard to the Public Sector Equality Duty into our work. We have published the information on this page of our website.
In considering what information we publish we have thought about what information people might be interested in, what information other police services and other public sector bodies publish and the guidance published by the Government Equalities Office and the Equality and Human Rights Commission (EHRC). In due course the EHRC intends to publish a Statutory Code of Practice which will tell public bodies what sort of information they should publish – we will review the information we publish in light of the Code of Practice once it is confirmed.
To coincide with the start of the new Duty to Publish Information relating to equality we are publishing on this page information relating the staff that work for GMP, the policies of GMP and the performance information held by GMP. From the next financial year (starting 1st April 2012) onwards, we intend to update this page with new information (particularly performance and employment data) as it becomes available. From April / May 2012 onwards we will update this information monthly, quarterly or annually depending on the type of information.
GMP is committed to positively responding to the new Duty and whilst we have given thought to what people might want us to publish, we would welcome suggestions from the communities of Greater Manchester regarding what more information we should publish here. If you have any suggestions for future publication please e-mail us at diversity@gmp.police.uk. The commitment we are making to positively respond to the new equality duty does not affect our other duties, such as the access to information provided by the Freedom of Information Act.
Employees
The duty to publish equality related information requires public sector bodies with more than 150 employees to publish information about their staff. The most recent demographic information regarding the staff of Greater Manchester Police is attached to the right of this page under Related Information. We will update this information quarterly.
Policies
We have reviewed the policies of GMP and considered which of those relate to our compliance with the Public Sector Equality Duty. These can be accessed at the bottom of this page. The Equality Policies page contains copies of GMP policies that demonstrate our due regard to equality. We will review the policies we publish at least annually.
Performance Data
Attached to the right of this page under Related Information is the latest whole year performance data relating to GMP on equality related subjects. This data relates to the period between 1st April 2009 and 31st March 2011 – these are the most recent whole financial year data sets.
The data relating to 1st April 2011 and 31st March 2012 will be published on this page when it becomes available; from this point onwards GMP intends to publish such data on a monthly basis. We have also attached partial year data for the current financial year in relation to Stop Search and Hate Crime.
Previous Diversity Monitoring Data
Whilst the Duty to Publish Information has effect from 31st January 2012, GMP has routinely published a range of information for a number of years. The force’s Diversity Monitoring Reports between April 2001 and March 2009 are available below.
GMP is required to publish Equality Objectives. You can find out more information about this Duty at the website of the Home Office.
We have devised 5 Equality Objectives that we will be working on throughout 2012, and we will use this page of the website to report on our progress. We have incorporated the objectives into our main Policing Priorities 2012-13, these priorities guide the work of the whole of Greater Manchester Police throughout the year.
Geater Manchester Police Authority (GMPA)
GMPA scrutinises the force on its performance, including on equality issues. Attached to this page are recent agendas and reports submitted to the GMPA Confidence and Equality Sub-Committee. These contain reports GMP has submitted that explain its activity on areas that have relevance to the Public Sector Equality Duty.
We know that many people are interested in the work we do to tackle Disability Hate Crime. We have attached a report submitted to GMPA in June 2011 which provides a comprehensive overview of activity up to that date.
We reported on activity between June and October at the December Sub-Committee. The Sub-Committee has told us that they intend to continue to request further updates in this area on a regular basis, and we will be providing them to the Sub-Committee and uploading them to this page throughout 2012.
Other Sources of Information
Whilst this page provides information we are publishing for the first time in response to the new Duty, the rest of this website contains much more information that demonstrates how GMP works to tackle discrimination, advance equality of opportunity and foster good relations in line with the Public Sector Equality Duty. See The Information Centre.
GMP supplies information to national bodies in relation to our performance on equality related issues. As these bodies also collect information from other police services and publish the information in one place this allows comparison between different police services.
