Results of IPCC investigation


On Monday 25 September 2017, Greater Manchester Police commenced a Gross Misconduct Hearing, directed by the Independent Police Complaints Commission.

The IPCC have powers to do this, even when the force believes there is no case to answer.

The Independent Panel heard evidence relating to the actions of a serving police officer who had pursued a Mercedes driven by Mr Luke Campbell.

The pursuit concluded when Mr Campbell collided with another car causing injuries to the two occupants and the tragic loss of his life.

Following the hearing the Independent Panel found no case to answer regarding the actions of the officer.

Deputy Chief Constable Ian Pilling, said: “Police officers are often met with difficult situations, and police pursuits are among the most challenging operational situations they face.

“Officers often have to make informed, swift, decisions on whether or not to engage with cars that are being driven dangerously or illegally in the safest way possible.

“I would like to offer my condolences to Mr Campbell`s family and friends.”
