Relationships with other authorities

Greater Manchester Combined Authority (GMCA)

The GMCA is made up of the ten Greater Manchester councils and the Mayor, who work with other local services, businesses, communities and other partners to improve the city-region. They give local people more control over issues that affect their area. It means the region speaks with one voice and can make a strong case for resources and investment. They produce high quality research and intelligence to form the evidence base underpinning policy and strategy for the city region. They undertake both overarching research and analysis to inform all Greater Manchester priorities, as well as research projects relating to the Combined Authority portfolio areas.

The Mayor of Greater Manchester, Andy Burnham, now has responsibilities around the governance and budgets relating to Greater Manchester Police.

Baroness Beverley Hughes is Greater Manchester’s Deputy Mayor for Policing, Crime and Criminal Justice. She is responsible for making the police service accountable to local people and consulting with them on what their priorities are for community safety in Greater Manchester.

Road Safety Partnership

GMP is a key member of the Greater Manchester Casualty Reduction Partnership (GMCRP) in conjunction with:-

  • The Greater Manchester Fire and Rescue Service (GMFRS);
  • The North West Ambulance Service (NWAS);
  • Health and Local Authorities; and
  • Transport for Greater Manchester (TfGM).
  • Highways Agency
  • The Office of the Deputy Mayor

The Partnership is committed to reducing the number of deaths and injuries on the roads across Greater Manchester by changing attitudes and behaviours.

Transport Safety Partnership

TravelSafe is a Greater Manchester Partnership that provides regular patrols on the region’s public transport networks; it comprises of:-

  • GMP;
  • Transport for Greater Manchester (TfGM);
  • Metrolink;
  • Stagecoach; and
  • First Bus.

The team of police officers, special constables and security staff offer reassurance to passengers, preventing and dealing with incidents of crime, antisocial behaviour and fare evasion.

Multi Agency Public Protection Arrangements (MAPPA)

MAPPA is a set of arrangements that brings together several agencies, including the police, who collaborate to manage the risk posed by the most serious sexual and violent offenders.

Transforming Justice Board

The Transforming Justice Board sits under, and reports to, the Justice & Rehabilitation Executive (JRE).

The JRE forms part of the public service reform programme led and governed by the Greater Manchester Combined Authority (GMCA). The JRE is tasked with identifying and implementing collaborative reforms to improve the system and process in respect of the rehabilitation of offenders such as:

  • The Women Offenders Programme;
  • Intensive Community Orders; and
  • Integrated Offender Management etc.

In addition the JRE will be the main vehicle in developing the Combined Authority’s approach to the opportunities presented by the recent criminal justice devolution deal with the Government. The JRE is chaired by the Mayor and attended by a number of senior GMP officers including the Chief Constable.

Public Service Reform

GMP is a strong and committed partner to the Combined Authority Public Service Reform (PSR) Programme, and has several officers and staff seconded into their Public Service Reform Team based at Manchester Town Hall.

PSR represents the Authority’s ambitions to reform public services in order that they allow everyone the opportunity to contribute to, and enjoy the benefits of, Greater Manchester's growth and prosperity.

New methods are being developed to support people with difficult and complex lives: identifying problems early, helping them tackle those problems, and learning from their experiences to support others. The new solutions are timely and coordinated, rather than coming from lots of different places. They will cover all a household's problems, not just some and are based on what's proven to work.

By tackling crime and antisocial behaviour, helping troubled families, beating unemployment, giving children the best start, and making services easier to access, Greater Manchester people will have higher aspirations and a better chance of a brighter future.

The PSR Programme is ultimately the responsibility of the Mayor and the 10 council leaders in Greater Manchester. They are supported by a Reform Board that governs and drives the various activities within the overall programme. This Board is chaired by the Mayor and includes local authority chief executives and other agency chief officers including the Chief Constable.

Civil Contingencies (Local Resilience)

The Civil Contingencies Act 2004 lists seven statutory duties, one of which is to share information and cooperate with other local responders to enhance coordination when dealing with an event or major incident.

In order to do this more effectively the Greater Manchester Local Resilience Forum has facilitated co-located services within GMP Force Headquarters, which enables several organisations (outlined below) to work from a shared location when it comes to both planning and response:

  • GMP;
  • The Greater Manchester Fire and Rescue Service (GMFRS);
  • The North West Ambulance Service (NWAS);
  • Association of Greater Manchester (AGMA) Civil Contingencies and Resilience Unit; and
  • NHS England.

This close working relationship ensure that information is shared at an early stage and that both planning and response for events and major incidents is conducted jointly.

Mental Health Board

The Mental Health Strategic Partnership Board (MHSPB) has the responsibility for the ongoing development and delivery of the National Crisis Care Concordat Action Plan within Greater Manchester.

The Board consists of:-

  • Partners from NHS England, clinical commissioning groups and NHS Provider Trusts;
  • Representatives from GMP;
  • The Greater Manchester Fire and Rescue Service (GMFRS);
  • The North West Ambulance Service (NWAS);
  • Community & voluntary sector representatives; and
  • Service user representatives.

The Board is chaired by the Deputy Police & Crime Commissioner (DPCC) and is attended by the GMP Public Service Reform Lead and Strategic Mental Health Lead.

More recently the Board has taken on governance responsibility on behalf of the Greater Manchester Combined Authority (GMCA) and the Greater Manchester Health & Strategic Partnership Board for the development and delivery of the Mental Health & Wellbeing Strategy. This forms part of the Health and Social Care devolution agreement with the Government.

The Greater Manchester High Sheriff’s Police Trust

Registered Charity Number: 1040579

The Greater Manchester High Sheriff’s Police Trust (GMHST) is a registered, independent charity that aims to:-

Promote, for the public benefit in and around the Greater Manchester area, a safer and increased quality of life through the prevention of crime and the protection of people and property from criminal acts; and

To secure the advancement of education for the public benefit in all matters relating to alcohol, drug and other solvent abuse.

The trustees of the GMHST must ensure that any income generated by the charity is used to promote these objectives. Additionally, the trustees must not have any interests that conflict with the aims of the charity.

The trustees consider the Board of Trustees and the Operational GMP Lead as the key management personnel of the charity. They are in charge of directing and controlling GMHST as well as running and operating the charity on a day-to-day basis.

All of the trustees give their time freely to GMHST and no trustee remuneration has been paid. The trustees of the charity are:-
