Diversity Monitoring 2008/09

GMP scrutinises its diversity monitoring data on a monthly basis through its established performance management processes, and action is taken at the time to address any issues by the appropriate business area in partnership with Diversity Command. For the purposes of this report, the actions that the Force has taken in relation to both stop and account/search and hate crime are highlighted, in recognition of the particular interest of the Police Authority and the public in these areas, which impact so significantly on community confidence.

GMP is committed to ensuring that we are able to effectively measure how we deliver services and employment to all our various diverse communities. To further this the Force has reviewed its approach to diversity monitoring and has embarked on a programme of work to extend the workforce information we collate to a wider range of diversity strands (age, disability, gender, race, religion and belief and sexual orientation). However, members will note that this is a staged process and some of the data given in this report is limited to ethnicity, with gender, age and disability also featuring on occasions.

From a service delivery perspective, in July 2007, the Force extended its monitoring of hate crimes beyond ACPO requirements to better reflect the communities in Greater Manchester. GMP now records data relating to Anti-Semitic, Islamaphobic and Transphobic hate crime as well as crime linked to Migrant Workers. In addition to this, in 2009, GMP has extended the codes used for ethnicity monitoring within its crime recording system. From 2009/10 GMP will be able to monitor using additional ethnicity codes including Jewish, Gypsy, Irish Traveller, Eastern European and Arab which are all additions to the National Home Office codes.

Our vision, strategy and priorities in relation to our diversity and equality work for 2008-11 are presented in our Integrated Equality Scheme. The Scheme addresses all of the diversity and equality subject areas we monitor including; background to each area, previous work to date, our priorities and objectives in relation to these areas for 2008-11 and local case studies of good work that has been completed with our partners.

To assist in the interpretation of the data, you will also find attached an explanation of ethnicity classification and details of the estimated population of Greater Manchester and all GMP divisions (mid-2007 estimate).
