Complaints from members of the public

In 2006/07, there were a total of 1,957 complaint and misconduct cases from members of the public, involving 3,028 individual allegations.

The total number of employees subject of complaints from members of the public has reduced from 3,064 in 2005/06, to 2,257 in 2006/07.

Outcomes of complaints from members of the public

1,649 (64.2%) of finalised allegations from members of the public were resolved locally. This represents an increase from 1,259 (52.0%) in 2005/06, which reflects GMP’s promotion of local resolution wherever appropriate. Local resolution is designed to resolve less serious conduct complaints, which would not, even if proved, justify criminal or disciplinary proceedings. A course of action is agreed locally with the complainant, to ensure that matters are resolved to their satisfaction, avoiding the need for a lengthy formal investigation.

Allegations of discrimination

A small number (133, or 4.4%) of allegations, made by the public, concerned discrimination. The majority of these (97) related to allegations of racial discrimination, an increase from 73 in 2005/6. Despite the numerical increase, the percentage of allegations from members of the public that related to racial discrimination did not change – making up around 3% of all allegations in both 2005/06 and 2006/07.

GMP and the Independent Police Complaints Commission (IPCC) have both been working to increase the confidence of members of minority communities to complain about police services and delivery. In addition, compliance with IPCC guidelines means that a greater number of allegations are now recorded in connection with each case. These two factors may explain the slight increase in the number of complaints recorded.
