Homicides
The Force’s ability to deal with major crime has consistently been rated as excellent by HMIC. In their latest inspection report (July 2008), the grading for this area was again “exceeding the standard”.
49 homicides were recorded in 2007/08. This is lower than all but one of the previous 7 years (48 were recorded in 2005/06). Since 2000/01, an average of 55 homicides have been recorded per year (excluding the SHIPMAN crimes).
In 2007/8, 63.3% (31) of all homicide victims were white, 22.4% (11) were black and 14.3% (7) were Asian. The proportion of Black victims in particular was substantially higher in 2007/08 than in previous years. This group included several high profile cases including one case on the Metropolitan division involving three victims in one family.
By 18th August 2008, offenders have been charged for 41 (83.7%) of the 49 homicide crimes recorded during 2007/08. Homicide cases typically take longer than other crime types to investigate and detect, so they are frequently not detected during the year that they are recorded in.
The percentage of homicides where at least one suspect is charged has reduced for White victims, from 90.8% (99 out of 109) between April 2002 and March 2005, to 82.3% (84 out of 102) between April 2005 and March 2008. However, for Minority Ethnic victims, the figure has improved over the same time period, from 72.2% (13 out of 18) to 80.0% (32 out of 40).
