Police resources spent on Hate Crimes - FOI GSA 894/19

I am writing under the terms of the Freedom of Information Act 2000 to request information on Greater Manchester Police staffing resources spent on the reporting, investigation and prosecution of nonviolent racist and religious hate crimes.

 

Such crimes would include, but are not limited to:

• Alleged hate speech in person;
• Alleged hate speech online;
• Alleged crimes reported or investigated under Part III of the Public Order Act 1986 (incitement to racial hatred)
• Alleged crimes reported or investigated under Section 3 of the Football Offences Act 1991 (as amended)
• Alleged crimes reported or investigated under Sections 29, 30, 31 and 32 of the Crime and Disorder Act 1998 (racial or religiously motivated public order offences)
• Alleged crimes for which the police in consultation with the Crown Prosecution Service has sought extended sentence penalties under Section 145 of the Criminal Justice Act 2003 (racial or religious aggravation)
• Alleged crimes considered or investigated under the Racial and Religious Hatred Act 2006

 

Could I ask you please to provide, in 20 working days [by Wednesday, April 10] in accordance with the terms of the Act, the following information regarding human resources:

1. The number of (a) officers [or FTE] and their ranks, and (b) staff, currently dedicated to working on these matters.
2. Whether there is a team or teams dedicated to these matters, and if so the (a) purview and (b) organisational structure of these teams as well as (c) officer numbers and ranks [or FTE] and (d) staff numbers or FTE, of these teams.

3. Data for calendars years 2016, 2017, and 2018 for employee time [measured in employee-days or employee-hours] of (a) constables (b) senior ranks (c) PCSOs and (d) staff, spent on these matters.
