VDRS TOR Illegal Number Plates - FOI GSA 1846/19

Could you please advise me of how many vehicle owners were fined/reported between May 2018 to May 2019 (vehicles including all classes 1-7) for displaying illegal number plates. This can include, but not limited to, drivers/owners who were issued with either a Vehicle Defect Rectification Scheme (VDRS) notice for the number plate to be replaced with one conforming to standard or a Traffic Offence Report (TOR) where drivers/owners where they were sent a conditional offer of a fixed penalty ticket.

 

I am also interested in how many of these drivers were reported to the DVLA following the VDRS notice, TOR or other notice. Could I please have this displayed in a month by month format starting at May 2018, and finishing with May 2019 in such a format as the one below:
