This report is the third published Achieving Race Equality Report. It provides data relating to race equality for the period April 2023 to March 2024, and a benchmark against which future progress can be measured.
Greater Manchester is the second largest city region in the UK with a residential population of 2.8 million people, covering nearly 500 square miles. Three quarters of the local population identify as White British (74.4%), Asian (9.3%), White Other (7.3%), Black (4%), Mixed (2.9%) and Other (2.1%)[1]
Trust and confidence in policing drives the legitimacy upon which British Policing is built; GMP’s plan on a page is the framework that continues to improve service to the public. GMP became the fastest force out of special measures in British policing and now GMP continues its ambition to become an outstanding force.
Improving public confidence in GMP is a key aspect of the plan on a page but this confidence is also affected by events and behaviours of officers outside of GMP such as the Casey and Angiolini reports. Therefore, it is essential that diversity, equality and inclusion enhances all aspects of the organisation.
The Standing Together Police and Crime Plan sets clear equality actions. This sets the priorities for Greater Manchester Police in its equality ambition, and its compliance with the general equality duty as required by the Equality Act, which requires public authorities, in the exercise of their functions, to have due regard to the need to:
A new national policing Culture and Inclusion Strategy is being launched in 2025 by the National Police Chiefs’ Council, and our focus will be to ensure this is woven through the organisation and supports the delivery of the Equality Actions as set in the Police and Crime Plan.
