The Police Uplift Programme is a three-year national programme established to support the government plan to recruit an additional 20,000 police officers in England and Wales by the end of March 2023. As part of this programme, Greater Manchester Police has been set a target to increase overall headcount by 1,155 - from 6,787 in March 2020 to 7,942 by the end of March 2023.
At 31st March 2022, GMP had recruited 662 additional police officers. Whilst this fell 30 officers short of the end of Year 2 target, an ambitious yet deliverable plan is now in place to ensure that the shortfall will be made up and the target of 7,942 will be achieved quickly in 2022/23.
One area GMP has worked hard to get right is the level of diversity we bring into our police officer workforce as part of the Police Uplift Programme. 16.6% of student officers recruited between April 2020 and March 2022 were from a minority ethnic background. During this same recruitment period 50.1% of student officer recruits were female, and it is our ambition to keep up this momentum and attract the very best talent from all areas of our community as we head into year 3.
Alongside the Police Uplift Programme, Greater Manchester Police introduced the Police Education Qualifications Framework (PEQF) in November 2021. In collaboration with the University of Salford and the University of Central Lancashire, GMP has implemented two new high-quality victim-centred student officer learning programmes: one for degree holders and a second degree apprenticeship pathway.
This partnership will help ensure that Greater Manchester Police recruits not only the required numbers and continues to improve workforce representation, but also that those recruited are highly trained student officers of quality and with the right skills and capabilities to support the future of policing for the communities of Greater Manchester.
Delivery against our ambitious plan to hit our target next year is already underway with student officer and transferee intakes for the month of May already filled and work well underway to deliver the planned intakes in June.

You can earn while you learn and graduate with a degree or diploma. We are offering two new entry routes into policing – the Police Constable Degree Apprenticeship (PCDA) and the Degree Holder Entry Programme (DHEP).
Whichever route you choose, you will be employed as an officer from day one, and spend time training with experienced officers on the frontline whilst also working towards a fully funded degree or graduate diploma.
