Michael Barton
Chief Inspector

Hello, my name is Meena Yasin and I am the Local Neighbourhood Police Team Inspector for Rochdale NORTH (P1)

I am the lead responsible officer in charge of #Operation Affect which is our ambitious collaboration with residents, communities, and partner agencies across the Borough to work together turn around the Freehold estate using the Clear Hold Build methodology. This project has gained widespread support and recognition both regionally and nationally.

Rochdale Town Centre is vibrant and lively, offering a whole host of retail, food and leisure activities for residents, families and visitors. We have implemented #OperationTetbury which is the dedicated Clear Hold Build initiative on Rochdale Town Centre. Our aim is to have a ‘whole system’ approach working with statutory, community, voluntary and business communities to reduce crime and ASB, and to support regeneration and growth.

P1 Rochdale North is diverse covering large areas of both urban and rural communities. These all require a variety of tactics to problem solve. #OperationDragster for example, is our dedicated off-road bikes operation to support our rural communities.

As a neighbourhood Inspector my role is to locally deliver GMPs vision of neighbourhood policing. This includes engagement with communities, targeted activity and enforcement, and, problem solving with partners to reduce primary, secondary and tertiary demand.

Working with our partners and listening to our communities forms the foundations of successful neighbourhood policing. On these webpages therefore you will find contacts for your local NBO and PCSO along with details of forthcoming meetings/surgeries where you can speak to your local officer face to face.

Innovation is key to problem solving We invest heavily in problem solving repeat demand generators in terms of individual, address or location. I have a team of motivated officers and staff that are passionate about serving their communities.

Our priorities for P1 Rochdale North include delivering two successful Clear Hold Builds, investigating Neighbourhood Crime, reducing drugs offences, and managing multi-agency interventions against anti-social behaviour offenders.

Hello, my name is Danny Shirazi, and I lead on reducing repeat demand within my ward.

I’ve served as a police officer for over 23 years, and throughout my career I’ve remained deeply committed to neighbourhood policing and keeping people safe. That passion drives everything I do.

I’m fortunate to work with a dedicated team of officers who collaborate closely with our partners and local communities. Together, we investigate crime, tackle anti-social behaviour, and focus on long‑term solutions that reduce repeat demand and improve quality of life.

For the past three years, I’ve also been responsible for running #OperationAffect, the Clear, Hold, Build initiative on the Freehold Estate—an approach designed to create safer, stronger, and more resilient neighbourhoods.

My name is Qamar Zaman, and I serve as the local Neighbourhood Officer for Milkstone & Deeplish. I’m passionate about problem‑solving and working closely with my team to make our community safer. Whether it’s tackling crime or reducing anti‑social behaviour, I’m committed to creating a neighbourhood where people feel supported, heard, and proud to live.

I am your dedicated Neighbourhood Policing Officer committed to building safer, stronger, and more connected communities. I’m passionate about proactive problem‑solving and work closely with residents, local partners, and community groups to understand concerns at a local level and develop long‑term solutions.

People know me for my approachable style and consistent presence on the beat. I believe trust is earned through visibility, communication, and genuine care for the people I serve. For me, neighbourhood policing is at its best when it empowers communities to thrive, and that’s what drives me every day.
