I have served with Greater Manchester Police for 20 years and currently hold the position of Inspector for the North Neighbourhood Team. Prior to this role, I worked in Response Policing, most recently as the Inspector responsible for a response team in Bolton. Before serving in Bolton, I worked on the Wigan District, based at Leigh Police Station, where I gained valuable experience policing and engaging with local communities across the borough.
As the Inspector for the North Neighbourhood Team, I oversee the performance and development of three neighbourhood teams, ensuring we deliver against both force priorities and the issues identified by residents and community stakeholders. Our priorities regularly evolve in response to operational demands and emerging issues. However, we maintain a consistent focus on road safety, acquisitive crime, drug dealing, and anti-social behaviour, as these remain key concerns for local communities and can have a significant impact on residents' quality of life.
A key part of my role is engaging directly with residents and partner agencies. I regularly attend neighbourhood engagement events, including PACT (Police and Communities Together) meetings, and work closely with colleagues from the local authority, housing providers, and elected councillors to address the issues that matter most to local people.

I am Police Constable Charlie Riley (09133), one of the Neighbourhood Police Officers responsible for the Halliwell area.

I joined Greater Manchester Police in 2022 as a Business Administration Apprentice within Workforce Development. In 2024, I began my operational policing career as a Police Constable. During the first two years of my service, I worked within the District Investigations Team in Bolton, investigating a broad range of offences and developing a strong commitment to seeking justice for victims and supporting those affected by crime.

In April 2026, I joined the Bolton North Neighbourhood Policing Team, where I am responsible for policing the Halliwell area alongside my colleagues. My current priorities include tackling anti-social behaviour, violence, and the supply of illegal drugs within the community. We see first-hand the impact these issues have on local residents and are committed to taking proactive and robust action to address them.

A key aspect of my role involves working closely with local communities, partner agencies, and other stakeholders to identify concerns, solve long-term problems, and improve the quality of life for those who live and work in the area.

Much of the work undertaken by Neighbourhood Policing is intelligence-led.
